Josh Dean
Executive Director
Josh is the Executive Director of the California Energy Alliance (CEA). He brings over 15 years of experience in the sustainability, construction, and real estate industries. In this role, Josh is responsible for day-to-day management, leadership, and oversight of CEA initiatives. He has extensive experience working with government agencies, businesses, and NGOs to deliver energy projects, develop & evolve building codes, standards, & policies, and education around sustainability strategies. He earned a Master of Science in Energy Policy and Climate from Johns Hopkins University where his thesis work was focused on Developing a Policy Framework for an Outcome-Based Energy Code in California. Additionally, Josh is active in the San Diego Green Building Council, participates in the City of Chula Vista New Building Decarbonization Working Group, and is on the 2024 Greenbuild & 2024 LightSPEC West Advisory Boards.
Bernadette Boudreaux
CEA Technical & Operations Consultant
Bernadette Boudreaux, a seasoned consultant with LODC Corporation, brings her expertise to the California Energy Alliance (CEA), enhancing code development efforts and operational efficiency. With over 20 years of experience in operations and product development, Bernadette excels in project management, troubleshooting, and quality engineering. Her proficiency extends to CAD applications and effective communication across various stakeholders. Previously, as Associate Director of Operations for the DLC's Solid-State Lighting programs, she spearheaded policy development and managed operational contracts, showcasing her ability to drive efficiency and foster team growth. Bernadette's engineering background includes roles at Ford Motor Company and Acuity Brands, where she oversaw the development and sustainability of numerous commercial lighting systems. With a BS in Mechanical Engineering from Howard University, Bernadette remains committed to continuous learning and improving processes for the advancement of sustainable energy solutions.
Melissa Fraire-Rodriguez

Melissa is a is a fourth-year student at UC Davis majoring in Communications and minoring in Chicana/o Studies. She is committed to supporting others and developing a sustainable impact in her community. Through her academic journey, her passion involves education, community progress, and business to become a Community Outreach & Events Coordinator in the future.
Anam Shafique

Anam is a second year student at Sacramento State University majoring in Business Administration concentrating in Human Resources and Management. I am excited to be partnering with CEA and learning about energy efficiency and the ways we can help reduce energy in our everyday tasks. Through my time, I really want to bring awareness to the many problems such as climate action, and implementing tasks in our everyday lives to help make our planet more sustainable. I am looking forward to connecting with everyone and collaborating with CEA.
