For the past 8 years, Dion has been the Executive Administrator of the Western States Council of Sheet Metal Workers (WSC). He has over 34 years in the HVAC industry holding various positions managing all aspects of construction projects including: Mechanical Projects throughout the State of Arizona; Quality control management; Safety and compliance management; Budget analysis; Field supervision; and jobsite coordination meetings with General Contractors, Subcontractors, and vendors.
Dion is also the Executive Director to the Joint Committee of Environmental and Energy Policy (JCEEP), a member of the NFPA 105 and NFPA 80 Technical Committee, and runs multiple Public Education Trainings throughout California, Arizona, Nevada and Hawaii.
Bernie Kotlier

Executive Director, Labor Management Cooperation Committee
Bernie serves as the executive director of the Labor Management Cooperation Committee, which delivers sustainable energy education and training for electrical contractors and electricians in California and Nevada. He is also the national co-chair of the Electric Vehicle Infrastructure Training Program. EVITP is a volunteer based, non-profit, electric vehicle industry organization that provides training through community colleges, industry training centers, and utility supported training facilities. Bernie has been a member of many advisory committees at the CPUC, CEC, and CARB, and is a member of the boards of directors of the California Clean Energy Fund / CalCEF , CalCharge, and NAATBatt.
John Busch

Energy Code Specialist & Regional Sales Manager West, Leviton
John has held many positions over his 30+ year career: electrical designer, design build estimator, project manager, and even holds a C-10 Electrical Contractors license in California. This experience allows him to evaluate electrical design challenges with a solutions-oriented perspective. He currently serves as Regional Sales Manager - West, for Lighting Controls of Leviton Manufacturing. John also teaches California Title 24, LEED, lighting controls, the Big 3 Energy Codes (ASHRAE 90.1, IECC, and Title 24), measurement and verification, power management and other energy related topics. He currently serves as Chair of California Energy Alliance Codes and Standards Committee.
Pekka Hakkarainen

Vice President, Government and Industry Relations, Lutron Electronics
Dr. Hakkarainen has held several technical, market development and business development positions since joining Lutron in 1990. Pekka has been involved in NEMA activities since the mid-1990’s and he is the immediate past Chair of the Lighting Systems Division. Pekka currently chairs the High Performance Building Council as well as the Daylight Management Council. He has also served on the Board of the Global Lighting Association, and is the current Chair of the General Assembly of the Connected Lighting Alliance. Pekka is also a voting member of the ASHRAE 90.1 Committee, and a member of the Illuminating Engineering Society of North America. He has served on two committees for the National Research Council charged with evaluating public spending on solid state lighting. Pekka received a BA/MA degree in Mathematics from Cambridge University, England and a PhD in Plasma Physics from MIT. He holds seven U.S. patents.
Lawrence Lamontagne

Lawrence began his career in electronics as a member of the U.S. Air Force where he worked on Meteorological and Navigational Systems. From there he earned his Bachelors in Electrical Engineering Technology and began working in the electrical industry programming Lighting Control Systems. For more than a decade he has held positions allowing him to be involved in every aspect of lighting controls from design to installation. He currently serves as Regional Sales Manager, Southwest for the Commercial Lighting division of Crestron Electronics. He is a long time member of the CEA and a member of the Los Angeles Section of IES. He has earned credentials such as Lighting Certified (LC), WELL Accredited Professional (WELL AP), Certified Lighting Controls Professional (CLCP), and more. He is also a father of two, a would-be professional photographer, and lover of complex board games.
Steven Winstead

Representative - Western Region, National Energy Management Institute Committee
Winstead entered the mechanical industry a week after his high school graduation in 2008. Winstead worked as an apprentice with Brice Mechanical, then from 2013 to 2016 he was an automation/testing, adjusting and balancing (TAB) technician at Intech Mechanical. At the start of 2017, Winstead started work at EMCOR Services Mesa Energy in Sacramento as a commissioning and automation specialist before moving into project management. In this role, he oversaw designing, programming and implementing advanced HVAC control strategies, as well as creating and conducting presentations and educational meetings for industry groups. Winstead is currently a Representative for the Western region for the National Energy Management Institute. He holds several industry certifications, including Testing, Adjusting and Balancing Bureau (TABB) Technician and Mechanical Acceptance Testing Technician (MATT) II Title 24 as well as in Niagara N4, Niagara N4 Advance, Johnson Controls and Distech Controls. Winstead also sits on the Technical Committee for IAPMO’s Uniform Mechanical Code, ASHRAE 9.7 & 5.2.
